«The reality is that it is impossible for Gary Bettman or the league to tamper with his draw. Here's how things will work behind the scenes. From 5:00 p.m., around twenty witnesses, including journalists, lawyers and members of the parties involved will appear in a closed room. Before entering, they will have to leave their phones, tablets, laptops and smart watches in a sealed envelope. » - Marco Normandin
The setup includes a variety of safeguards to maintain the integrity of the lottery.
Not only are personal electronic devices prohibited in the drawing room, but the process is also witnessed by a broad range of attendees�from journalists like Frank Seravalli, Sheng Peng, and Stephen Whyno, to legal representatives and NHL team officials.
Normandin details the technical process of the draw:
«Before the draw, 1000 combinations are allocated to all the teams that are part of it, randomly and according to the chance percentages of each. For example, the Canadiens will have precisely 85 combinations out of 1000 (8.5%). 14 balls numbered 1 to 14 are inserted into the abacus. It is then that Thomas Meany will turn towards the wall and, without ever being able to look at what is happening in the abacus, must order the technician to press the button to remove a ball every 20 seconds precisely. » - Marco Normandin
The meticulous nature of the draw, overseen by Ernst & Young's Scott Clark among others, ensures that the winning team's combination is the result of chance alone.
Bill Daly will publicly announce the results, and the entire drawing process is recorded and later published on the NHL website for anyone to review.
